Check if the media package has a publication for the configured channel and
skip instead of failing. Contains a minor refactoring.

This PR provides a first (work in progress) version of the release notes for Opencast 13.
The release notes will be expanded over time.

Paella Player needs at least one video stream. Looking through the tracks,
Paella-Player marks the streams as type audio or video, preferring video
if video was previously detected, so it can play that stream as a video.
However, the `noType` was added unconditionally if the last track's source
type was null (for instance for MP3s or Opus Audio) causing an error
"no video streams found. at least one video stream is required by paella".

This PR will prefer audio, video or whatever has been found amongst the
tracks over `noType` avoiding this error message if you deliver MP3/ Opus
audio amongst your videos.

This patch fixes the problem that the release script did not commit the
changes to the `pom.xml` files in the assemblies folder.

Turns out that thanks to the suggestion by @geichelberger
(see bfaf0ca)
this filter can also handle `POST` requests
in which case it will look up the parameter in the body
which it expects to contain form data.

This seems useless at first sight, but enables certain patterns
that are specifically useful for external applications.

An example of this is (pre-)authentication of users
for Opencast services by external applications using a JWT,
without using third party cookies, browsers' local storage,
and also avoiding having the JWT be part of the target URL:
You would have a `form` with `<input type="hidden">` fields
containing the URL of an Opencast service (e.g. Opencast Studio)
and a JWT.
The `action` of the form would be `<opencast>/redirect/get`,
and the method would be `POST`.
On submitting this form, the request would go through the usual
Spring Security mechanisms, giving you a session based on the JWT
(picked up by the `JWTRequestParameterFilter`) and then
redirecting you to the target URL with that session.

This seems a bit roundabout, but I invite everyone to think through
why every piece of this scheme is necessary. Specifically, you can't
use `fetch` (or old style AJAX), because that's not a navigation,
running into the whole third party cookie mine field.

Update board list in documentation

What a committer is and is not allowed when merging a pull request is not clearly documented. The best way to inform myself about the rules I could currently find is sifting through the proposal logs, which is time consuming, confusing and makes it easy to miss relevant proposals. Therefore, I would like to add the rules in a place in the docs where they are easier to find.

Based on feedback by @gregorydlogan.

The code removed by this PR was previously used to "remove" the event.
Since at this point in time no one knows anymore why that was done,
the code is deleted and removing is left to the call to `index.deleteEvent`.
